[CLIENT] Out-of-game description for Veigar's Q hasn't been updated

Veigar's description for his Q between games still says it launches dark energy at ***target ***enemy. This description wasn't updated when the ability was changed to be a skillshot instead. Also, this description doesn't mention the "passthrough" mechanic at all.
