[Gameplay][Dominion] Azir can leave the Nexus before the counter reaches 1:30

I've witnessed this bug myself as have some of my friends. Through a combination of creating a sand soldier and using his E to jump to it, Azir is able to leave the base panel in Dominion before the timer hits 1:30 and the match officially begins. I haven't seen too much with it so I'm not sure if he can completely leave the base and start capping points, the Azir I was in a game with reported that he couldn't move, but he was able to generate another soldier and jump back to the base panel. I have concern, however, that there may be a way to get entirely out of the base before the game starts which would be incredibly detrimental to play.
