Items with actives arent grayed out when they arent available

I cant show a screenshot because F12 turns off my internet connection on my computer, but basically, when items with active effects are on cooldown, they arent grayed out like usual, and instead are the same color as if they were available. This becomes incredibly annoying when it's almost available, because it looks like it really is, when it isnt.
