Swain's Q doesn't proc Rylais

Not sure if this is intended, but it sure as hell doesn't feel like it

EDIT: So apparently this is because slows don't stack anymore. Only the strongest slow will be applied. (But what if the stronger slow (Beatrice) will time out before the weaker one would (Rylais)? Shouldn't the weaker slow be applied, but stay effectless until it is the strongest slow?)

Huh, I'm not sure. With the changes to slows a year or so ago where only the strongest slow applies, it could be that Rylai's slow is weaker than Beatrice's slow. That could be why you don't see Rylai's proc. Rylai's proc is 20% slow for Damage Over Time and AoE effects, and Swain's Q is a 20% slow at it's slowest.
