can block anyone?

after games usually with trolls and people that try to steal other lanes and are verbally abusive or racist the report system usually doesnt work in lower elos cause screw us right? anyways i cant block anyone for some reason after the kayle in my game autolocked her champ and try to steal mid lane away after the mid laner told her no i dont wanna deal with the person so i tried to block them nope cant block
