Extreme Lag

I just finished an ARAM game, and about half the people in it were complaining about the lagging to the point where they couldn't do anything. I thought it was just their internet until I started getting lag spikes as well, over 3000ms ping when I'm normally at 24. I know this isn't my internet, as I did a speedtest during one of the spikes (they were lasting anywhere from 2 to 30 seconds) and it was normal, checked my router, modem, wireless card, and nothing had changed, but I was getting ingame lag. I've been noticing severe packet loss on Howling Abyss lately, but never enough to send my ping up to 3000. As far as I know, the issue is only on Abyss, I haven't had any lag on any other maps.
