Issue with Legacy Client

So I started up League and updated the client. I proceeded to play some games. Later on I went back on and noticed I still could not spectate in the new client, so I closed and started up the legacy client. Once I was finished I shut everything down.

Now when I try to start up the game nothing will open. I even tried to run the game as an administrator and nothing happens. Is anyone else having this issue?
