soraka's Q bug

was playing some urf games and i got to play soraka twice in a row , first game when this started happening i thought i was just tripping but it happend more than once in the first game ( the bug is ur Q animation will show up but it has no effect at all wether it was casted on minions or champions they wont take dmg and u wont gain the haste buff ) , i thought this was just happening in that game but in the second game this kept hapening over and over again . anyone else having this issue ?
