Hotkeys not working

Every other game my hotkeys for Q W E and R (plsu 1-6 and D F and B) stop working at the start of a game and the only way to use spells is to manually click the icons, i have tried restoring default etcetc i have to restart the entire client to get my hotkeys to start working again, its annoying.
