[Gameplay] Camera becomes locked after take-down and will not unlock (Longstanding bug)

After being taken down, the camera will from time to time become frozen and can no longer be moved. Attempting to try to unlock it to fix the issue does not work, either through the bound key or the on-screen Camera Lock toggle. Camera can only be moved from where it is after your champion respawns. I have noticed this bug has been through multiple patches for a very long time.
