Kali's E doesn't seem to be working properly. There have been times where I've rended a target (minion) and it doesn't go on CD. She also is unable to E while rooted, and her passive jumps don't really seem to scale with AS

These aren't bugs. Her E resets if it kills an enemy, and refunds its mana cost if it kills 2. As for her being unable to use E while rooted, I'm gonna guess that you were just out of range because it is a pretty short range, but this one could be a bug. Passive jump speed scales with her movement speed, however it's how quickly after you complete a jump that you can jump again that scales with attack speed. Move faster = dash faster, attack faster = dash more.
