Can I get a refund? Or at least a warning for others that his ultimate is bugged and doesn't work 95% of the time??? Got him and you really can't enjoy him because he has no ultimate....

Clearly you haven't been here before now because there are tons of those posts on the Boards. Not really Riots fault you didn't do your research before you bought. Caveat emptor
It's a bug if you really wanted to play him wait until they patch it. I played him on release. And man talk about bugs. This is minor in comparison.
