hexdrinker/maw bug on aram

as I understand it, when you upgrade hexdrinker to maw it is supposed to reset the cooldown of the ability to zero, instead it is setting it to full cooldown. even if I "undo" and rebuy, it resets to full cooldwon both times. (all three times? lol)
