[GAMEPLAY] Surrender Bug

So I was playing an all-for-one game when someone started a surrender vote. The score became 3-1, and someone disconnected. As they reconnected they started a new surrender vote as the first one was active. This kind of made the two surrender votes merge, as I was able to vote again while the first one was still active. (on the same surrender popup). When I voted, it counted for the 5th vote, and the score became 4-1. Which ended with us surrendering even though only 3 people voted.

TLDR, vote count bugged when someone dcd and started a 2nd surrender and I voted twice.
