Urgent bug on ARAMs

Not all champions are unlocked in ARAM.

This is an ergent bug that makes it so that some people can stack the deck in their favor with champs only good on ARAM by making an ARAM only smurf account.

Riot please fix this bug and make all champions unlocked on aram for everyone.

(Yes I know this is not a bug but it is making the game mode less ideal for someone to just go into because there are usually several ARAM only accounts in games.) If you unlocked all the champs on aram for everyone it might also act as a good way of introducing new players to different champions outside of the free week rotations.
