My IP is stuck at 13137 and I cant get a name change, help please.

same problem here, someone told me u can try to buy a rune tie1 with 15 ip then u can try to get a name change, but this did not work for me , i am still waiting to fix this shitttt everytime i try to buy the name change , it shows i need 570 ip more , even i have 14000ip
