Gameplay - Skarner can't stun Master Yi during HIghlander

Hello, and thank You for reading this. I've made another post earlier about this bug, but no answers were given. However, when i hit master yi with fracture, it doesn't show the crystal venom mark, and so i can't stun him, nor deal him the bonus onhit damage, nor trigger the passive. I'm asking if this was intended, because when olaf uses ragnarok, and i hit him with fracture, the mark shows up, allowing me to deal him the onhit bonus damage, triggering the passive, without stunning him (which is right). To reproduce:

Pick skarner vs master yi
as master yi: activate highlander
as skarner: hit master yi (with highlander triggered) with fracture
no mark showing up. thank You for reading this, looking forward to an answer.

Edit: i managed to stun master yi with fracture last game, so it seems fine. sorry for false alarm

Its possible since Fracture is a slow that it doesn't effect YI, being Yi's ult is immune to slows.

even olaf's ult is immune to slow, but i can still trigger the mark on olaf when he's ulting (without the stun obviously)

i think the real bug lies with olaf's ult, cc immunity does also account for mark immunity

on the other hand, the mark has also a damage part. anyways about skarner's E: if the mark is coded to spawn only on slowed enemies, then olaf's ult is bugged, because it spawns even if olaf isn't slowed. instead, if the slow spawns on all the enemies just by being hit by fracture, regardless of being slowed or not, then master yi's ulti is bugged, because the mark doesn't show up even if yi got hit by fracture. because of this, i'm really confused...
