Hextech Crafting Skin Shard Reroll

The above is taken from the FAQ regarding Hextech Crafting and Loot; bolded is the section I would like to bring up.

I used the Reroll option on three Skin Shards that I didn't want to redeem; Officer Caitlyn, Definitely Not Blitzcrank, and Uncle Ryze. I wound up getting Vancouver Amumu, which...I don't own Amumu. I don't expect any free re-rolls or anything, I just wanted to bring to Riot's attention that they need to refine the Hextech Crafting's system so that you're guaranteed to not reroll a skin for a champion you don't own.

Here's the problem I have.

I'm reading the FAQ from this link right now one my own computer, and I'm seeing the exact same question, but I'm not seeing the same answer that you have in your post. This is the answer that I'm seeing.

If you’re not interested in unlocking that champ, you can re-roll a skin shard with three others for a guaranteed permanent skin or you can disenchant the skin shard and use the new essence to craft something that better fits your playstyle (permanent loot disenchants into more essence than shards).

Also, here is a screenshot of what I see on my computer, just in case.

No where in that answer does it state that the re-rolled skin is guaranteed to be for a champion you own, just that it's guaranteed to be a permanent skin. I've also checked the Hextech Crafting guide on the support page here, as well as the one on s@20 (which is pretty much just the same thing as on the support page), and none of those state that it's guaranteed to be for a champion you own either.

So, obviously something here is wrong. If possible, could you provide a link to where you are getting the answer that you have, or even screenshot it? It could definitely help sort this thing out.

They've stated multiple times that you're able to get skins that are for champions that you do not own. Considering that one of the ultimate goals for a player's account is to own all champions, being able to roll skins for each champion regardless of ownership results in an equal chance to get any skin available through the system.
