Team Builder Queue

Okay, Not sure if this was a glitch or a bug. So I started an account with league and began leveling up playing Intro bots. in the link above, you will see my match history.....I have played several games of Team Builder, I log into league today and it is now locked,claiming that it will unlock at level 25....I'm only level 9, (Says 8 on the board, but it's really 9) Is this a glitch? or was me playing those several games a glitch?
