whenever i spectate someone,i can no Longer Press C and see their status, such as how much lifesteal they have, or how much CDR they have

also, the clarity of abilities are disabled? when you spectate a Nasus if you hover over his passive it will tell you how much lifesteal you currently have, however hovering on a spectated Nasus, will tell you "Nasus has lifesteal to sustain, wuzzzzzzup?" and not tell you the Actual Value

i'm starting to have the C status problem ever since Patch 5.9 hit in

the clarity one i don't really remember when did they stop the tooltip being useful
