LeBlanc Sigil of Malice 45% CDR bug?

So with 45% CDR from items and the cunning mastery, LeBlanc's Sigil of Malice has a 3.3 second cooldown, while the Sigil of Malice buff which can be detonated by other abilities lasts 3.5 seconds. As it is, currently recasting Sigil of Malice (i.e. her Q, not the Mimic-ed R version) will not detonate the Sigil for extra damage.

Is this intentional or is this a bug? Should it be able to detonate itself or is it supposed to only refresh the duration? The tooltip states LeBlanc's "abilities consume the mark if they damage the target, dealing the same magic damage again", no specifically her "other abilities".

If the latter is the case, I feel the tooltip should be reworded to make it clear that only her other abilities can detonate the mark.

My guess is that at 45% CDR the most you can do is refresh the debuff because I think the cast time of the Q and the time it takes the projectile to reach the target might match or exceed the .2 seconds of a difference (between the debuff duration and the cool-down)

This is not a tooltip issue. Q can pop Q. The reason you can't make it happen is because that 0.2 seconds difference is less than the time for you to his Q and the projectile to reach the target + your ping whatever it might be adds time.

I can assure you Q pops Q as Riot did not alter Leblanc for Urf and she can pop Q with Q with URF cdr.

The travel time likely exceeds the 0.2 seconds, making it not be able to detonate itself.

Not exactly a bug, but since it was made impossible with the previous max of 40% CDR, I believe it's unintended.

it can detonate itself in One for All, so I would assume this is intended behavior.

In URF, I recall Leblanc could detonate her Q with another Q. Most likely a bug? Unsure though.
