Broken Leaverbuster

Can I not get a leaverbuster for 10 minutes for d/cing one game? I don't know if riots system is bugged or not but the leaverbuster doesn't give me a chance to fix the leaving / dcing. Please fix this I don't want to get a 20 minute wait time for d/cing for 5 minutes...
