Neekos ult is interruptable

I thought her ult isn't supposed to be interuptable? Please correct me if I'm wrong.

I've run into many instances where I'll use her ult, something stops it (not sure what), and it will go on CD for 4 seconds before I can use it again.

Is this intended?
