Is Ardent Censer Applying on Self Heals and Shields a bug or a feature?

The bug's been around for a while now, but the Ardent Censer Dianas are out in full force. Is this going to be a permanent thing or is it going to be bugfixed?

apparently it does apply to self shields V9.15 UNDOCUMENTED: Ardent Censer now also triggers from casting shields on yourself. (Possibly a bug)
