My league updater is stuck.

My league is stuck at 288.3mb/288.3mb for about 15 minutes, I restart my computer and I start it up and it shows thishttps://gyazo.com/1738a71710bea57375a71b63d0fe9592 and has been stuck at this for again, over 15 minutes. This happens every single time I update my league. WHY....................
