THAT'S NOT HOW ROOTS WORK Fixed a bug where Devastating Charge would move Hecarim while rooted

WELL THATS NICE AFTER 3 YEARS!!! but what about the fact that when he ults while his e is running, his e just stops and goes on cooldown? the MAIN REASON why noone played hecarim anymore? a saw a thread on reddit about this with like what... 3k upvotes?

yea better fix a bug thats known since over 3 years instead of fixing the bug that makes hecarim really bad! good job riot... seriously...
