[CLIENT] Random Message Blocking

In champ select and post game lobby, I will occasionally be blocked from sending messages for a brief amount of time. It's not because of spamming (I don't spam). Sometimes it will occur after sending just one message, which is usually saying my preferred role. I'm not sure if this is intended or not, but it seems too random to be. This has sometimes made it very difficult to communicate with my team in champ select. I do not have a chat restriction, and I have friends that don't either that have told me they encounter this as well.
