[GAMEPLAY] Able to buy jungle items without smite, gold disappears and jungle item is not bought

I was playing a thresh game and noticed I had the option of purchasing jungle items, I bought one to see what would happen, thinking I could refund it. I bought it, it disappeared out of my inventory and took about 400 gold and no item was there. This should not work like this because it takes gold as if it is buying and reselling it.

Steps:

1. Play Thresh
2. Buy a jungle item (ranger's trailblazer, skirmishers, etc.)
3. Item disappears out of inventory, gold is gone.

I tried this a few times to see what was going on, and I lost about 1000 gold in game due to it.
