[GAMEPLAY] Thresh AA not proc'ing Relic Shield/Targon Brace/FOTM passive to Execute minions

Been playing Thresh, and the passive on Relic/Targon/FOTM to execute minions below 200 health + 100% AD is not being triggered causing us to lose minions in wave. Minion has to be last hit exactly by Thresh without the passive (as if not having Relic/Targon/FOTM), which on a proper support build is quite difficult as he doesn't have very high AA damage.

This is a big problem, and causes loss in gold/cs for both support and the adc because it's hard to do during trades/etc.

Easy to reproduce, it's happening every game.
