POSSIBLE GAMEBREAKING BRAND BUG/HACK

I encountered a brand my last game who was able to use ult at level 1, not just that he was able to use it every few seconds, allowing him to kill pretty much everyone, not sure how widespread this possible bug is or if it I just a hacker if so I would love to hear if anyone else has experienced this bug/hack. ty.

I think it has to do with Ashe, players affected have the frost shot debuff on their bar at all times, aren't slowed, and their autos are replaced by other spells. Like vayne condemning with every auto.
