I bought Talon and did not like playing as him so i wanted to return him and get my IP back. So i used a refund token and refunded him but i never got my 4800 IP back and I feel like I just wasted a refund token.

If the problem persists, submit a ticket to Riot support.
I've had it happen before with both IP and RP either not being spent or refunded, logging out has always fixed the issue for me.
