[gameplay] Kat abilities not working

Hi I just played a game with a Kat player and we noticed that for a few minutes during the game the player could not use his Q and R.

He reconnected twice to the game and even tried to remap the abilities to other keys on his keyboard, but nothing would make his Q and R abilities work. At some point during the end of the game he was able to gain access to his abilities again. We could still communicate with him in chat, and the characters "q" and "r" were not missing in any of his messages, so the chat was recognizing the characters but the abilities were not.
