Makes it almost impossible to play
If you cancel an auto attack on a marked target then attack again the passive fails to proc, it's 100% reproducible and is making her unplayable why on earth wasn't it fixed in 6.8?

Similar thing has been happening to me too since maybe two weeks or so. Even my teammates noticed it, especially when my jungler would gank my lane that the mark would just not get proc'ed thus dealing an AA damage or a couple of times even my aa would do hardly any damage on the marked target. I wasn't having a good time with 
during team fights because of the tank meta and my inability to make any noticeable difference in team fights. So I simply took a break from Quinn for the past week. I didn't think much of this bug, as I thought the mark wasn't getting proc'ed because it could have been a misclick or something from my part. But apparently, it actually is a major bug on Quinn, that i didn't notice or didn't take it seriously.
I stopped playing league because riot seems to hate Quinn... The constant nerfs were totally uncalled for while you have other champs that could 1 hit kill during mid game...
