If you face east and look at the wavy tassel things on her back the outline stops before the end of them.
It's like there is a box around her where things are outlined but it isn't big enough for the tassels so they get cut off from the outline
This happens with all characters I believe. The character outline only stays within the hitbox. I have seen it on Varus' Heartseeker skin, the bow loses the black outline outside of the hitbox. Surprised they haven't fixed a bug that is like years old.

Same thing with Karma's "dress" since her rework.

You can see the same problem on the tip of her rear foot, so I think it is exactly that.
I sometimes see this on Arclight 
when facing a certain direction. At a certain point in his walking animation, a section cuts off in one of his tentacles. On a similar note, 
's tail sometimes does the same thing or just completely goes bonkers and acts like a rubik's cube
Sounds like Pix on Lulu tbh, same thing happens with her.

Unfortunately, this is a side effect of character inking, a system we don't have a ton of control over. In order to "resolve" this issue (it's more of a workaround), you'd need to turn off character inking in your video settings.
