Someone left the lobby of a game, but the lobby didn't close

I was in a blind pick lobby, and someone left the lobby, but the lobby did not close for several dozen seconds. It only closed when the timer ran out and they had no champion selected. This scares me because if they had had a champion selected, it seems it would have brought them into game.
