Pulsefire Ezreal's recall sound occasionally global

Just spectated a game with one, heard his recall about two times, but the other times he recalled I didn't hear it whatsoever. And no, before you ask, I was not near him on the map. It was global; he was on the other side of the map. I don't use that skin nor do I use Ezreal so I'm not entirely sure if this is intentional or not honestly, but I figured I'd report it regardless.
