390RP skin in mystery skin?

So this happened when I bought a self-mystery skin box on the PBE. I wonder whether this is a PBE only thing, a bug or if it CAN happen on the live servers too? I'm fairly sure it shouldn't and that this is either PBE only or a bug, but just in case for everyone's sake, gonna drop it here.

I'm pretty sure only the "Mystery Chests' are guaranteed to have a skin of a certain value or higher. The one labelled "Mystery Skin" can be a skin of any value.
