20min Leaverbuster Queue Bug?

Okay. a friend of mine had the 20min queue. we had the timer up for the full 20mins. i was busy and didnt accept the afk check. it let us enter queue immediately though afterwards without going through the timer again. After waiting in queue for 8mins, i decide to end queue to change my roles so we could get a game faster.

And then his 20min timer comes back up after already being fulfilled and letting us queue once without it coming up.
