"Hey there, Its me fugin, I'm Rubik with Riot Technical Support. That is a strange issue you're seeing, but I think I can help you get it fixed up.
First, you'll need to sign into League. Then delete your Config folder - it should be located in C:\Riot Games (the same place that the base League application is located). Afterwards, jump into a custom game by yourself and adjust your in-game settings to whatever you need them to be.
Run a repair on your client. To repair all you have to do is click the little question mark at the top right of the patcher (next to the minimize/exit/gears) and there should be a button for "Repair." It might take a while, but it should fix the issue.
If none of these things fix the issue go ahead and send me your updated logs so I can diagnose the problem further. To get a look at your system & setup, the easiest thing to do is to download this file: https://s3-us-west-2.amazonaws.com/player-support/tools/HTK_Setup.msi
Upon running the .msi file it will set up the Hextech Toolkit (HTK); it should install the program to your Program Files folder as HTK.exe and create a shortcut to it on your desktop. After it creates the shortcut you can run the HTK from there or through the .exe directly. When you run the program make sure "Gather System & LoL Logs" is selected and hit Start.
The program will make a file folder on your desktop - just zip that up (Right Click > Send to > Compressed (Zipped) Folder) and attach it to the next email you send my way. Please also send me a copy of what you're seeing in-game, to take a screenshot in-game just press F12 and a screenshot will be saved inside a new folder in C:/Riot Games.
