How do I make a PBE Account when every time I try it encounters an error?

I've tried multiple times across 3 separate days. First day I was able to click the check eligibility button and it worked, but then I couldn't make an account. After that I just can't even check eligibility because it always encounters an error and asks me to refresh the page (which I do). I'm on the right server, I'm logged into my account, but it just won't work.
