Weird Game Load Interaction with Windows 10 and Mouse Wheel speed since 8.11 (Game forcing defaults)

So I had started having my mouse speed set in Windows 10 default back to normal (I prefer higher) and for the longest time could not pin point what was doing it. I have now discovered that it has something to do with League and I assuming since the start of the 8.11 patch since it did not occur before then. For whatever reason, after champ select, when the game client appears with all selected champs and begins to load, it forces my mouse back to default settings. I can then at that point go into my Windows Control Panel and switch back to a higher move speed and it sticks for that game and beyond. However, at the start of every game loading, it forces me back to default and I have to go back to my control panel.

Any idea on what could be causing this?
