Possible Azir Tower scaling bug

Azir's tower is supposed to scale with the damage of the tower it is replacing, however Azir's tower currently does not increase in damage if it is placed before the tower's damage ramps up.

Is this intended or is the tower still supposed to have it's damage increase when it is alive before the time marker where tower's would gain a damage increase?
