Champ Select stuck at 0

Alrighty, so I'm making this a simple thread.

Join a premade of 4, we're full party now (that was just now, but it happens sometimes independently of how many people in lobby).

Now I went through the ban phase just fine, no problem there, then started the pick phase.

Top picks champ, then enemy picks champ, then two of us (me and someone else) pick, they locked in just fine, however, my counter was stuck at 0 from the previous enemy pick, and got stuck for nearly a minute, to then find myself 'dodging' queue because I didn't lock in, when I was completely unable to. Messages were being sent and recieved with no problems at all, like I never dropped connection (and had a stream running in the background to verify that for me).

Did a fresh install, every driver's updated, game's working as 'intended', no viruses, etc.

So I have no idea why it happens, or what causes it, but it's caused me to dodge a couple times and I really don't want to have a queue timer on me by the time it 'fixes' itself, to happen again the next few days.

Any help at all?
