As a Kalista main, heres what I've noticed:
Kalista is still capable of jumping with every attack, but:

Either the window to enter a movement command has been drastically shortened, or

Clicking outside of the movement range will not register.
I'm about 90% sure it is the first, because that would fit with the change made to her passive in 5.1. I'm thinking the time period in which one can change the target selection doesn't count for the window in which Kalista can proc her passive. At the beginning of the game, her attack speed is low enough that the difference is negligible, however if her attack speed increases even a little bit, it becomes difficult if not impossible to actually use her passive. This makes her a lot less viable than other adcs because she still can't cancel a basic attack and she has basically no base movement speed. In a way, this bug punishes Kalista for building the one stat she is supposed to have.
I've noticed it's a lot harder to get Kalista to jump whenever the cursor is outside her movement range, so that's another possibility, but I'm thinking that it's more likely that the window to enter a movement command has shrunk to an unmanageable level. In addition, while the window to enter the movement command has shrunk, the blue indicator at Kalista's feet still remains for the full amount of time, so even if you have the reflexes to keep up with the extremely small window, the game can fool you into thinking you have more time than you actually do, or that you can enter a movement command before you actually can.
All in all, Kalista is completely broken right now, I would recommend sending in a bug report and not playing her for now.
