Massive MS spikes upon entering games, has anyone else had this happen?

I play with 41-42 ms normally, which is fine, but i was lagging in a game so i quit and reconnected. When i was loading back in the ms said 42, but as soon as i hit 100% it spiked to 850. I entered the game but everything was frozen. I checked my internet and ran a speed test and my internet was working fine, consistent fast upload and download. So i quit the whole client and restarted. It said 42 ms as i was reconnecting to the game, but once again as i got to 100% it spiked to 900. Anyone else seen this bug?
