Forced to Display Ranked Border

I have gone into the Summoner Icon & Border Selector, and selected to use my prestige border, not my ranked border, and have unchecked "Show Past Ranked Banner".

Every game I join displays my ranked border rather than the prestige border I have selected. My team always shows rank info, and the enemy team is always prestige info. I am not 100% sure if this is a bug, or intentional. I don't see why it would be intentional to give players the option of a border to display, then totally ignore the option they picked. I see people streaming LoL where this is not the case, a mismatch of ranked and prestige borders, so this seems to be on a per something basis.

If you could look into why prestige borders are not been displayed that would be awesome. If this is indeed not a bug, but intentional, I must ask why you would give people the illusion of an option then?
