[GAMEPLAY] Relic Shield (and upgrades) bugged with Thresh

When playing support Thresh with a Relic Shield/Targon's Brace/Face of the Mountain, my basic attacks are not executing minions below the designated amount of health. Instead, I only trigger the gold share and the heal if my attack kills the targeted minion normally. I haven't tried this with other ranged champions, but I suspect it's the same for them.

Is this a bug, or does Relic Shield et al. only execute on melee basic attacks? It's making support a bit more of a pain.

How to reproduce:

1. Pick Thresh (or possibly any ranged support)
2. Buy a Relic Shield.
3. Try to trigger Spoils of War on a minion below the item's listed health but above your attack damage in hp.
4. Cry.

This issue has been consistent every time I play Thresh.
