[GAMEPLAY] Rakan's Ultimate is coded as a two-charge ability

When you ping your ultimate when it is available, it shows it has 2/2 charges available. Now, Rakan's ultimate is a single-use ability. I'm assuming it's coded as a two-charge ability for the initial movement speed boost, and the movement speed boost when you first contact an enemy champion.

(This might be intended, but considering the small window between casting it and contacting an enemy when it would say 1/2 charges, I'm going with unintentional)
