[GAMEPLAY] Rumble E tooltip doesn't show ammo recharge time

The tooltip for rumble's E, Electro Harpoon, lists that the ammo recharge for the ability is 0.5 seconds. This is wrong, actually the TIME BETWEEN CASTS is 0.5 seconds. The actual ammo recharge for the ability is not listed anywhere.

Not shown: the 0.5s value shown is reduced by cooldown reduction. I'm not sure if this actually allows you to recast the ability faster or not, but on other champions the recast time doesn't change with CDR, only the ammo recharge time.
