I just spoke to a Rioter who told me that it is intended for quick self cast to apply to allies when the cursor is hovered over that ally. This is flat out the wrong idea. The whole point of quick self cast is so you can quickly use an ability on yourself regardless of where your cursor is.
Rioter Quote: "if you use self-quick cast, it will still target the ally if the cursor is closer to them".
I mean, it's not too hard to hit yourself with it it just takes an extra second

maybe just make it to where if you click the ability twice it self casts?
I just use manual self cast so this wouldn't effect me. but that's none of my business.
I have E set to quick self cast on a side mouse button. It works for every champion but Galio, whose shield for some reason is not on E. Makes combo'ing Ori balls and panic shields so much easier. I would be very disappointed if it suddenly started going to my ally. That's what my E button is for.
